SLUM COMMUNITIES ACHIEVING LIVABLE ENVIRONMENTS THROUGH URBAN PARTNERS (SCALE UP) PROJECTTERMS OF REFERENCE
ASSESSING THE IMPACT OF VOCATIONAL SKILLS TRAININGS IN GA MASHIE, ACCRA
1. INTRODUCTION
CHF International has been awarded a three-year grant to implement the Slum Communities Achieving Livable Environments with Urban Partners (SCALE-UP) program. The program will provide targeted capacity building to local intermediaries (NGOs and others) to implement slum upgrading interventions in collaboration with community-based organization(CBOs) and municipal authorities in two cities(Accra and Sekondi-Takoradi).
The SCALE-UP Program has four principal objectives:
- Strengthening the capacity of slum residents and local intermediaries to realize pro-poor projects;
- Regularizing local government engagement of the urban poor in inclusive planning and implementation of pro-poor urban initiatives;
- Increasing income and asset generation opportunities for slum residents; and
- Improving the living environment for slum residents.
- Accra: Jamestown, Ayidiki, Sabon Zongo, Avenor and Nima
- Sekondi-Takoradi: New Takoradi, Kojokrom, Kwesimintim and Ngyeresia
After completion of these trainings by GACEED, CHF Ghana is seeking a Consultant to conduct a rapid assessment of the impact of the vocational skills training activities of GACEED on the trainees and the community as a whole.
2. OBJECTIVES OF THE ASSESSMENT
The Consultant will be required to assess the impact of the vocational skills training on the youth trained in the various vocations by GACEED. Specifically, the assessment will seek to determine the following;
- Are the skills trainings marketable
- where are the youth now after the trainings
- what has been the impact of the trainings on trainees
- impact of the skills trainings on the community as a whole
The scope of work of the assessment should include but not be limited to all the following tasks detailed below;
- review the intended goal and objectives of the trainings, including the activities designed to achieve the goals and objectives
- review of data provided by CHF Ghana and GACEED
- group and individual interviews on a statistically significant sample of the youth trained to collect data on the assignment
- powerpoint presentation and report on the assessment
The assessment shall produce the following;
- a powerpoint at the end of the field study to CHF International project team, presenting major findings and recommendations
- a draft report which covers all the field investigations, data analysis and recommendations on the work done, that offers;
- a thorough understanding of the impact(s) of the vocational skills trainings on the youth trained
- impact(s) of the trainings on the community as a whole
- a final report that addresses all comments on the draft report provided by CHF International

7. PAYMENT SCHEDULE
The contract sum will be divided into categories relating to the deliverables to be agreed by the two parties (first advance not to exceed 24% of contract value).
