Job Description
PAGE is a partnership that brings together the Ghana Education Service (GES), USAID and CARE in an effort to achieve the objectives of Ghana’s Education Strategic Plan 2010-2020. In particular, PAGE activities support two of the four objectives laid out in the Medium Term Development Plan, namely, Improve the quality of teaching and learning and Improve the management of education service delivery. PAGE also supports USAID/Ghana’s Assistance Objective 8, which is Improved Quality of, and Access to, Basic Education.
The PAGE project is targeting 46 districts and is collaborating with District Assemblies (DA), District Education Offices (DEO), and a broad range of school- and community-level stakeholders - including Headteachers, members of School Management Committees (SMC), members of Parent Teacher Associations (PTA), parents, and the community at-large - to strengthen educational governance, supervision and accountability.
PAGE started in June 2010. It is building on a solid foundation that was laid by previous USAID-supported education projects in Ghana ( as Education Quality for All (EQUALL); Government Accountability Improves Trust (GAIT I and II); Quality Improvement in Primary Schools (QUIPS); and Grants and Reporting Accountability to Improve Literacy (GRAIL).
The PAGE Chief Of Party has overall responsibility for high quality program implementation, achievement of project deliverables, timely reporting, management of staff, donor and host country relationships. The COP provides technical oversight in his/her relevant areas of expertise, and lead and/or coordinate all planning efforts for same. S/he serves as CARE’s key liaison to USAID, government counterparts, local organizations, other stakeholders and program partners. S/he ensures a high level of communication and close working relationships with USAID and national-level institutions.
Specific responsibilities
- Lead overall project activities and day-to-day management in order to achieve all program objectives in a timely manner;
- Build a strong team through recruitment, coaching , performance management;
- Ensure all program activities and deliverables are of the highest quality;
- Serve as the primary representative to USAID and all stakeholders for this program;
- Complete written project reports and oral presentations, including articulating project successes;
- Lead overall personnel and financial management, administrative oversight and program quality assurance;
- Must effectively engage national government services, and like minded organizations;
- Maintain cross-departmental supportive relationships with other CARE Units (Program and Program Support) for effective implementation of PAGE
Required Skills or Experience
- Masters degree or higher in Education
- Minimum of 10 years direct management experience implementing successful programs to improve local school governance in a similar context
- Familiarity with USAID’s reporting, procurement, and project management policies and procedures.
- Gender programming acumen
- Excellent team building and interpersonal skills.
- Communication and presentation skills, written and oral, fluency in English.
