Applications are invited from suitably qualified Ghanaian Nationals for the post of Operations officer (national Officer Category). Non-Ghanaians will not be considered.

Type of Contract: Temporary Appointment
Duration: 1 year
Purpose of the Post: Under the guidance of the Chief of Operations she/he will be responsible for roll out of various change management initiatives e.g. IPSAS, Vision (New System) etc. Assist in reviewing key business processes; preparing guidelines, standard operating procedures, workflow processes etc. Orient all staff on all aspects of change management and standard operating procedures

- Assist the Chief of Operations in implementing various Change Management Initiatives. Provide technical support to various Peer Review Groups established (e.g. HR, Finance, Supply and Business Simplifications). Reporting change management issues to the CMT
- Supports Chief of Operations in implementing business simplification projects e.g. (Travel, CRC, PCA, e-PAS, DCT, HACT) as well as in improving key business processes in operational areas. Prepare guidelines, standard operating procedures and workflow processes in consultation with various task force established
- Conduct periodic assessment exercises aimed to review key aspects of the office's operations, to strengthen the managment of the office and identify significant uncontrolled risks and/or presence of positive managment practices that exist in the office. Conduct periodic self audit of all financial documents, information entered in ProMS/VISION database, coding of ProMS/VISION transactions to ensure the office's adherence to procedures, quality information, and application of correct coding
- Provide staff briefing and orientation on operational areas including change management. Implement office Learning and Development Plan with Change Management as priority. Organize briefing sessions on change management, Organizational Improvement Initiatives, VISION, IPSAS and other operational issues
- Assist Chief of Operations in Audit Preparations and the consolidation of the documentations required for the audit. This includes full documentations required for the audit. This includes full documentation of each self-assessment exercise carried out by the country office and gathering and collecting information, data and reports from all sources
- Assist Chief of Operations in other operational matters e.g. implementation of Operations Work Plan, and year end exercises, data migration to VISION etc
Required Skills or Experience
- Advanced university degree in Business Administration/Management/Finance/Accounts or Professional Qualification such as CA, ACCA
- Three years of progressively responsible professional work experience in finance managment and office administration in a senior position such as Auditor, Manager or Senior Officer
- Fluency in English required
- Knowledge of Government regulations and laws pertinent to financial service management and operations
- Good judgement, initiative, high sense of responsibility, organization, negotiating, analytical skills and experience in conducting trainings
- Computer skills, hands on experience of financial software and applications and various office applications
- Supervisory or coordination ability
